A neighborhood based school, Clayton Avenue Elementary benefits from a very active parent-teacher organization. Clayton Avenue is within a short walking distance of Vestal High School, a nationally recognized International Baccalaureate school. Faculty and administration from both buildings coordinate mentoring experiences for high school students to serve their elementary peers in the areas of art, music, and academic support.

Position Title:
Assistant Superintendent of High Schools

Position Description:
The primary responsibility of the Assistant Superintendent of High Schools is to support and supervise the instructional programs in the 5 high schools and adult education programs including, but not limited to, grant programs related to the high schools, Say Yes to Education implementation in the high schools, and summer school programs. The Assistant Superintendent will analyze data to inform instructional programming, and to increase student achievement and graduation rates district-wide in our high schools. Qualifications:
Experience in teaching and school administration as a principal at the secondary level Demonstrated ability to work successfully with teachers, building administration and district level administration in developing and implementing a scientifically-based approach to school/district wide reform Knowledge of the policies, organization and operation of the school system and NYSED regulations Strong management, interpersonal and communication skills and the ability to work effectively with a wide range of stakeholders in a diverse community Skill in deploying staff and resources to effectively support instructional programs Ability to establish priorities and multitask Preference will be given to those internal candidates who have participated in the Syracuse Aspiring Leadership Academy (SALA).

New York State Certificate in Education Administration (School Building or School District Leader) or the ability to earn New York State certification via interstate reciprocity.

Position Title:

1. Assists with negotiating with recognized bargaining units to arrive at a mutually satisfactory agreement of wages, salaries and employee benefits for comparable positions in other school systems to include business and industry where appropriate;
2. Acts as a liaison and works cooperatively with the County Personnel Office in applying personnel and Civil Services Rules, maintains classification and salary plans, and other general programs; 3. Responsible for the annual budgeting process, including salary code budgeting, health insurance and retirement systems expenses. Also responsible for the monitoring, review, and management of all salary codes throughout the school year;
4. Accesses or performs research with other school districts on wages, salaries and employee benefits in conjunction with District staffing needs when necessary;
5. Develops recommendations concerning staffing plans/models;
6. Plans recruitment, selection and assignment of the best qualified personnel in accordance with Civil Service Regulations and labor contract requirements;
7. Interviews applicants and makes recommendations to the Assistant Superintendent for all appointments of classified personnel;
8. Assumes responsibility for maintaining current records for personnel employed by the District, including: employee benefit programs, NYS Employment Insurance, Workers’ Compensation, and payroll policies and procedures;
9. Reviews employment forms and procedures used by the District ensuring compliance with state and federal statutes, policies and regulations;
10. Plans and directs new employee orientation programs for non-instructional personnel;
11. Plans and leads training sessions for instructional and non-instructional administrators in the areas of contract management, Civil Service Rules and Regulations and/or legal updates as they impact the District;
12. Reviews and monitors the evaluation programs for all non-instructional administrators in the areas of contract management, Civil Service Rules and Regulations and/or legal updates as they impact the District;
13. Investigates matters pertaining to employee misconduct and develops recommendations for discipline or dismissal;
14. Serve as a back-up person for District FOIL requests;
15. Performs such other tasks and assumes such other responsibilities as directed by the Superintendent of Schools or his/her designee.

Qualifications:
1. A minimum of five years successful experience in education, including; school administration, human resources, budgeting, and/or supervision.
2. 3-5 years of experience in Human Resources Management.
3. Graduate work beyond the Master's Degree in educational administration.
4. A valid New York State Certificate as a School District Administrator or SDL.
5. Strong communication, problem solving, conflict resolution and human relation skills.
6. Administrative experiences in the areas of conflict resolution, compensation, contract and problem solving.
7. A collaborative, principle-centered leader who engenders trust and builds relationships.
8. Philosophical compatibility with the stated mission and beliefs of the District.
9. Such alternatives to the above qualifications as the Superintendent may find appropriate.
