NYSSBA 2016 Legislative Priorities: Call To Action

December 8, 2015

With the start of the 2016 session just weeks away, the NYSSBA Governmental Relations team is already hard at work advancing the association's agenda. 

This year's priorities include:

A request for a $2.3 billion increase in education aid for the 2016-17 school year including:

  • $1.5 billion in Foundation Aid
  • $434 million to eliminate the Gap Elimination Adjustment
  • Full funding of Expense Based Aids

Proposals to increase local control and decision making including:

  • Flexibility around staffing decisions
  • Establishment of Regional High Schools
  • Changes to the Annual Professional Performance Review

Congress Poised to Act on ESEA

The United States House of Representatives and the Senate have released the “Every Student Succeeds Act” which if passed, and signed by the President, would reauthorize the Elementary and Secondary Education Act (ESEA). The long wait since the No Child Left Behind Act expired in 2007 is moving ahead. If enacted, the Every Student Succeeds Act would restore significant amounts of educational accountability and authority back to the states and local districts.


Call to Action - ESEA Reauthorization Update

November 18, 2015

The House Education and the Workforce Committee and the Senate Committee on Health, Education, Labor and Pensions (HELP) has announced that Committee leaders are preparing for the next steps in the ESEA reauthorization process.  A reconciled bill could be considered by both chambers by December.

The 17 House Conferees have been named for the Conference Committee.


Governor Cuomo’s Common Core Task Force to Hold Regional Listening Sessions (UPDATED)

Beginning Friday November 6th from 4-6 p.m. and continuing into next week, the Common Core Task Force will hold a series of regional listening sessions.

These sessions will be open to the public, and participants may deliver three minutes of testimony to representatives of the Task Force.

2015 Annual Business Meeting Summary

October 23, 2015

Delegates at the 2015 Annual Business Meeting engaged in significant debate on a number of issues. In addition to the election of officers, the delegates took action on twenty-seven proposals. At the end of the meeting three existing positions were extended, two changes were made to the by-laws, and sixteen new positions were adopted.

These positions will remain in effect as a part of the Association’s active program for five years, unless they are rescinded or achieved sooner. As a result, the NYSSBA governmental relations team will work toward advancing proposals that would implement these policy changes.


State Education Department Calls for Common Core Learning Standards Review

State Education Department Announces Common Core Learning Standards Review

State Education Commissioner MaryEllen Elia has announced the State Education Department plans to engage in a statewide review of the Common Core Learning Standards. NYSSBA supported legislation that called for such a comprehensive review at the end of the legislative session. 

On Wednesday, October 21st, SED will release an online review tool. School board members, administrators, educators, parents and all members of the public will have the opportunity to review each standard and comment. When the review is released, NYSSBA will distribute it and we encourage everyone to comment, and share in their community.

These amendments must be moved and seconded from the floor to be considered.  This year, we received a total of four amendments and nine rebuttals.
