David Little, Director of Governmental Relations

David Allan Little

David Allan Little joined the NYSSBA staff as director of governmental relations in November of 1999.

He is a graduate of Wittenberg University and the Capital University Law School. Dave previously served as counsel in both the New York State Assembly and Senate. His most recent position was Home Rule Counsel and Counsel to the Majority Leader for Local Government. Dave also served nine years on the Brittonkill Board of Education, the last seven as its president. In addition, Dave has served on the Rensselaer County Legislature, the Capital District Regional Planning Commission and the Board of Directors of the Cornell Cooperative Extension. He is also past chair of the Conference of State Association Legislative Staff.  Dave lives in Brunswick with his wife Lynne. Their sons Patrick and Daniel recently graduated from Johns Hopkins University and the Rochester Institute of Technology, respectively.

Areas of Responsibility: Oversight of the Government Relations Department, the Association's legislative agenda and responding to legislative and regulatory proposals affecting public education.

Julie Marlette, Deputy  Director of Governmental Relations

Mike FoxJulie Marlette joined the NYSSBA staff as deputy director of governmental relations in October of 2013.

Prior to her current role Julie held numerous roles in the New York State Legislature, first working in the office of Senate Minority Office of Conference Services; as Legislative Director for Assemblymember Susan John; as a Legislative Analyst for the Speaker’s Office of Program and Counsel; and, as Senate Senior Analyst for Elementary and Secondary education. Julie also served as a government relations representative for the New York State School Boards Association, where she has now returned in a new role.

After more than a decade in the State Capitol, Julie relocated to New York City to become the Managing Director for state funding at Teach for America, responsible for overseeing TFA’s overall state appropriations strategy across 34 states.

After leaving TFA Julie joined the staff of 50CAN: The 50-State Campaign for Achievement Now where she where she served as Vice President of Political Strategy, fine-tuning political strategies and government relations in seven states; then the Founding Executive Director of 50CAN’s affiliate C4 organization, the 50CAN Action Fund, running nine independent expenditure campaigns in two states in the pilot year; and, finally as the Executive Director of NYCAN, 50CAN’s New York affiliate.

Julie graduated from the State University of New York at Albany with a Bachelors degree in Communications and Rhetoric and a Masters degree in Political Communications.

Michael Fox, Senior Legislative Policy Analyst

Mike FoxMichael Fox joined the NYSSBA staff as senior legislative policy analyst in March of 2011.

Michael received an undergraduate degree in government from Franklin and Marshall College and holds a masters degree in public administration from the University at Albany.

His most recent prior appointment was program associate in the state Senate Majority Counsel and Program Office, where he worked on mental hygiene and education issues. Prior to that position, he was president and chief executive officer of the New York State Rehabilitation Association and Rehabilitation Research and Training Institute. Fox also served as committee director for the state Senate Mental Hygiene and Addiction Control Committee. In addition to those positions, he held a variety of legislative internships in New York and Washington D.C. and was a gubernatorial appointee to a variety of task forces and advisory councils.

Areas of Responsibility: Education, Finance, Mental Health, Rules and Ways and Means.

Brian Fessler, Governmental Relations Representative

Meghana GodambeBrian Fessler joined the NYSSBA staff as governmental relations representative in January 2014.

Brian received his bachelor’s degree in political science and history from the University at Albany and holds a master of public administration degree from Rockefeller College at the University at Albany.

He most recently was a specialist at Questar III BOCES State Aid and Financial Planning Service, where he assisted school districts and BOCES with state aid, school finance and other educational budgeting issues.

Prior to that position, Brian was a legislative associate for The College Board, where he supported the organization’s government relations efforts in state capitals from the northeast through the mid-Atlantic.

Meghana Godambe, Governmental Relations Representative

Meghana GodambeMeghana Godambe joined the NYSSBA staff as governmental relations representative in August 2011.

Meghana received her bachelor’s degree in economics and political science from the University of Rochester and her J.D. from the University of Dayton, Ohio.

Meghana, most recently was legislative associate and assistant counsel at the state Council of School Superintendents. 

Prior to that position, Meghana was counsel for the state Senate Education Committee, where she worked for Sen. Stephen Saland.  Her background also includes a research analyst position with Senate Research Services and Senate Fellowship with Senator Thomas Morahan.

Areas of Responsibility: Education, Environmental Conservation, Transportation, Libraries and Education Technology and Labor.
