Qualifications:
EDUCATION, TRAINING, EXPERIENCE:

  • Three to five years of administrative leadership experience in an urban school district with responsibility for curriculum, professional development, and teacher evaluation
  • Classroom teaching experience and/or working with K-12 schools, particularly with diverse populations
  • Knowledge and experience with curriculum, instruction, assessment, professional development, and state and federal accountability requirements
  • Demonstrated leadership ability in working with students, staff, parents, and the general public
  • Ability to work collaboratively as a team /independently to meet deadlines

Position Title:
Director of Pupil Personnel Services

Position Description:
GENERAL STATEMENT OF DUTIES: The Director of Pupil Personnel Services is responsible for developing and coordinating services to students with special education needs.

EXAMPLES OF DUTIES: (Illustrative only)

  1. Provides visionary leadership and coordination for District’s K-12 special education services and programs. This includes, but is not limited to, guiding the development of student IEPs and assuring that special education programs align with District curricula and practices.
  2. Provides coordination for District’s P-12 social workers, caseworkers, counselors and psychologists in guiding the development of services to students.
  3. Leads the District’s Committee on Special Education (CSE) by routinely serving as chairperson and providing follow-up direction related to a student’s IEP. Oversees the Committee on Preschool Education, providing support and guidance to the CPSE chairperson.
  4. Works in partnership with the Associate Superintendent for Instruction.
  5. Provides consultation support to District staff in relation to the learning needs of special education students.
  6. Observes and evaluates the District’s P-12 special education and support services teachers/classes in an effort to promote and encourage sound instructional practices.
  7. Observes and evaluates staff for Annual Professional Performance Reviews (APPR), where necessary.
  8. Assumes a collaborative leadership role in implementing a meaningful professional development program of the District’s special education and support services staff.
  9. Develops and monitors the District’s special education budget.
  10. Responsible for SED grants and reports (Pupil Data) for the Special Education program.
  11. Maintains an effective relationship with the various offices and agencies within the larger community that provides specialized or professional help to students and their parents. Serves as a referral agent to these offices and agencies when it is authorized.
  12. Accepts responsibility for staying professionally current in the area of special education programs and services.
  13. Serves as the District’s 504 Officer.
  14. Oversees process and determinations regarding student residency and applicability of McKinney Vento for homeless students.
  15. Works closely with Superintendent’s Office in setting up long term suspension hearings for students.
  16. Oversees Medicaid compliance for District.
  17. Serves as liaison between District and BOCES for special education programs and services.
  18. Attends regional PPS Directors’ meetings
  19. Accepts other duties, as assigned.

Qualifications:
The Director of Pupil Personnel Services must hold or be eligible for valid New York State Certification as a School District Administrator and Supervisor and/or equivalent approved by the New York State Education Department. He/she shall hold a Master’s Degree in education or administration from an accredited college or university. He/she must have five years experience in teaching and/or administration. He/she must have demonstrated potential to accomplish tasks similar to those listed as examples of duties. Such alternatives to the above qualifications as the Board of Education and the Superintendent may find appropriate and acceptable, will be considered.
