Job Summary:

Facilitates coordination of capital projects, all financial aspects and State Aid documents. Oversees reporting and maintains files of all paperwork related to capital projects. Responsible for all FEMA claims, project worksheets and reporting.
  4. Negotiations Coordinates the planning for negotiations with all bargaining units in the district and acts as negotiator for the Superintendent and Board of Education. Prepares data needed by the Superintendent of Schools and the Board of Education to establish parameters for negotiations. Works with state agencies, as required, in the resolution of contract disputes. Completes contract negotiations and implementation for all transportation services. Negotiates all final contracts and writes leasing and rental agreements for facilities. Oversees writing of board resolutions for facility matters.
  5. Contract Administration Handles grievances from both professional and support personnel. Distinguishing Features of the Class: The New York State Office of the Attorney General (OAG) and the City School District of Albany (CSDA or District) have reached an agreement on an Assurance of Discontinuance (Assurance) that will ensure that the District will adopt and implement fair and appropriate disciplinary practices to reduce the use of school suspensions through preventative and positive behavioral interventions as well as ensure students’ due process rights in the event of suspensions. Under the Assurance, the District commits to develop and implement disciplinary policies, procedures and practices that comply with the obligations, term, and conditions of New York Education Law § 3214; 20 U.S.C. §1415 et seq. of the Individuals with Disabilities Education Act (“IDEA”); and Title VI of the Civil Rights Act of 1964, 42 U.S.C. § 2000d et seq. As part of the Assurance of Discontinuance, the District has agreed to retain an Independent Monitor (Monitor) who, for a period of at least three (3) complete school years, will review the District’s compliance with the terms of the Assurance. Responsibilities: Other duties may be assigned*

  • Development of a plan to conduct periodic reviews of the data, files, and records to assess the District’s compliance with the terms of the Assurance
  • Submission of the plan to the OAG for review and approval
  • Once approved, the CSDA will provide the Monitor with full and unrestricted access to CSDA staff, facilities, and documents (including databases) necessary to effectively monitor compliance with the Assurance
  • The Monitor’s right of access includes, but is not limited to, all documents regarding implementation of school discipline
  • The Monitor may conduct confidential interviews and meetings with Districts employees, including administrators and teachers, parents and students, subcontract organizations providing support-related to CSDA students and parents, and community stakeholders
  • The Monitor shall retain any non-public information in a confidential manner consistent with applicable Federal and State Laws and shall not disclose any non-public information to any person or entity, other than the OAG and Superintendent of the CSDA, absent written consent by these parties or a court order authorizing disclosure
  • Prepare and submit quarterly reports to the OAG, Superintendent of Schools and the CSDA Board documenting the District’s compliance with each provision of the Assurance
  • The Monitor will make recommendations to the Superintendent, CSDA Board, and OAG as necessary to promote and ensure compliance with the Assurance
  • Identify additional persons or entities as are reasonably necessary to perform the monitoring tasks specified by the Assurance. The Monitor shall notify in writing the OAG and the CSDA if and when such additional persons or entities are selected for association by the Monitor. The notice shall identify and describe the qualifications of the person or entity to be associated and the monitoring task to be performed

  • The preferred individual or organization will have experience and knowledge about school discipline including working knowledge of current research and the U.S. Department of Education “Guiding Principles: A Resource Guide for Improving School Climate and Discipline” (released January 2014), Title VI of the Civil Rights Act of 1964, Individuals with Disabilities Education Act, and New York State Education Law. The Individual or organization team members should have strong analytical skills and investigatory skills, including the ability to identify and retrieve public records.
  • The position also requires excellent verbal communication and writing skills, and the ability to establish and maintain effective working relationships. The individual/organization should have the ability to exercise independent initiative and judgment and safeguard confidential information. The position will require excellent time management skills and ability to meet deadlines for deliverables.
  • The preferred academic qualification is a Ph.D. or Ed.D. The qualification of having a J.D. (with expertise in Civil Rights and/or Education Law) would also be preferred but is not required.

The Quality Review (QR) is a process that evaluates how well schools are organized to support student learning and teacher practice. It was developed to assist New York City Department of Education (NYCDOE) schools in raising student achievement by looking behind a school’s performance statistics to ensure that the school sis engaged in effective methods of accelerating student learning. The QR is a two-day school visit during which reviewers talk with parents, students, teachers, and school leaders, visit classrooms, and use the Quality Review Rubric to evaluate how well the school is organized to support student achievement. After the school visit, the school receives a Quality Review Report that is also published on its NYCDOE webpage. The Quality Review Report rates 10 indicators of the Quality Review Rubric and includes narrative information on six indicators. The report provides the school community with evidence-based information about the school's development and serves as a source of feedback for school leaders to improve the school's support for students. Directors of School Quality will be responsible for conducting Quality Reviews, as well as leading the design and facilitation of professional learning for school leaders.
