Advocacy Alert: Legislative Budget Proposals

Late last night both the Assembly and the Senate released their house’s respective budget bills.

These proposals represent the next step in the process to negotiate a final state spending plan for the 2016-17 fiscal year.

Advocacy Alert: Assembly Releases First Look at Education Proposals

March 10, 2016

Assembly Speaker Carl Heastie and Education Chair Cathy Nolan announced today that the Assembly budget proposal will include an increase in education aid of $2.13 billion, over $1 billion more than proposed by the governor.

Their proposal focuses on a number of NYSSBA supported initiatives including:

  • $1.1 billion increase in Foundation Aid
  • Elimination of the Gap Elimination Adjustment ($434 million)
  • $200 million in funding for community schools

School District Tax Cap Update

Earlier this week, more than 600 school districts - approximately 90% of those that will be reporting - submitted their tax cap calculations to the Office of the State Comptroller. Unfortunately, the results were not surprising. Districts are facing the lowest average tax cap in its five year history at just 1.11%, based on the districts that submitted their calculations to date.

Even more alarming, scores of districts are reporting a negative tax cap for 2016-17. Based on the latest information available, a record 76 districts (or more than 12% of all districts statewide) find themselves in the difficult situation of a negative tax cap for the upcoming school year.

Time is running out to make your voice and that of your district heard before Legislative budget proposals are released. Tell your State representatives that you want to see dramatically increased funding in the Legislative budget proposals. Take Action Now

Send a letter and join your fellow board members at NYSSBA’s Capital Conference and Lobby Day, February 28th and 29th. Call to Action: Reform the Tax Cap

The 2016 budget process is more complicated than ever, in part because the 0.12% growth factor in the calculation of district tax caps will allow virtually no growth in district tax levies without supermajority approval.

Moderate changes to the calculation of the school district property tax cap would provide districts with much needed relief. Take Action Now

Call to Action: Oppose the Education Tax Credit

February 4, 2016

Once again, the Governor and each house of the legislature have introduced proposals to establish an education tax credit. The Executive's proposal is included in his proposed budget. These plans would set aside upwards of $150 million in state tax credits to donations and tuition costs for non-public schools and other educational funds. Tell the Governor and your legislators that you strongly support the full funding of public education and oppose any plan that seeks to divert state general fund dollars for the benefit of non-public and parochial schools. NYSSBA First Look: School Aid Runs and Executive Budget Proposal

Today, Governor Cuomo delivered his 6th State of the State address, and 2nd merged speech in which he released his executive budget proposal at the same time as his address.

Legislative leaders and advocacy groups alike set expectations high. Speaker Heastie opened session by referencing last year’s record aid increase and called for more equity in education funding.  Majority Leader Flanagan pledged to end the GEA or hold up the budget. NYSSBA called for a minimum $2.3 billion aid increase overall. View below NYSSBA's executive budget recommendations.

Small Group Health Insurance Premiums

The Governor’s end of year action will provide important relief for school districts with 51-100 employees.  The Governor signed two bills, S.5928-a (Seward) / A.8134-a (Seawright) and S.6400 (Seward) / A.8300 (Seawright), that passed with strong support by NYSSBA, which will ensure that these small school districts do not see a significant increase in health insurance premiums because of a change relating to the legal definition of a “small group” for health insurance.
