Assistant Superintendent of Business

The City School District of New Rochelle is seeking highly qualified candidates for the position of Assistant Superintendent for Business.

Reports To: Superintendent of Schools

Role: To establish strategic direction and provide leadership of the financial and business affairs of the City School District of New Rochelle (CSDNR) and serve as the chief financial advisor to the Superintendent and Board of trustees.

Qualifications:

  • Perform as a member of the Superintendent's Executive Cabinet
  • Oversee a comprehensive fiscal planning process encompassing the operating budget and grants, in order to develop a structurally balanced, prudent annual budget and design a fiscally sound long-range financial plan encompassing budgetary control
  • Plan, coordinate and supervise the operational departments to promote the overall effectiveness and efficiency of CSDNR expanding opportunity and access to students and other critical stakeholders.
  • Prepare CSDNR’s proposed annual budget for the Board's final consideration
  • Conduct long-range financial and capital project planning and research while forecasting and maintaining a multi-year financial outlook
  • Design and operationalize a sound and equitable fiscal and capital infrastructure with emphasis on supporting the success of the CSDNR schools
  • Develop and implement a school-based budgeting philosophy and framework by assisting schools and department leadership in budget development, monitoring and management, including maintenance of financial records and controls
  • Monitor ongoing revenue and expenditures
  • Manage all aspects of the Business Office inclusive of grants, vendor services and payments, procurement, payroll, benefits, tax collection, and risk management
  • Participate with other leaders in the formulation of District policies and plans, and advise district leaders and others of the financial, procedural and related implications of programs and proposed changes in laws, rules, policies and procedures
  • Conduct a compensation analysis, analyzing the fiscal impact of proposed compensation changes and advise leadership on financially related issues related to labor negotiations
  • Maintain knowledge of current and proposed State and Federal laws governing the control and distribution of school district finances
  • Collaborate and provide supervision to the Director of Facilities for the Operations & Maintenance Program, Safety Risk Management and Capital Projects
  • Collaborate and provide supervision to the Supervisor of Transportation
  • Collaborate and provide supervision to the Director of Food Service
  • Perform other duties as assigned by the Superintendent

Position Description:
The General Counsel’s mission is to advance the cause of urban education, render legal advice to the Superintendent of Schools, Board of Education and various departments, and represent and defend the District in matters relating to state and federal laws, regulations and policies. The General Counsel is entrusted with overseeing a broad range of legal responsibilities for the Rochester City School District. The General Counsel serves as the legal advisor in matters related to the Rochester City School District’s operating issues including, but not limited to, contracts, labor and employment law, real estate and construction, and financing, litigation management, constitutional law, compliance, federal, state and local regulatory matters and all aspects of school law. Serving as advisor to the Superintendent and to the Board of Education, the General Counsel oversees a wide range of legal issues requiring broad expertise and a clear understanding of sound business practices.
The General Counsel supervises five attorneys along with legal secretaries and other support staff. The General Counsel is responsible for managing all litigation involving the School District, settlements and judgments, employee discipline hearings, arbitrations, and special investigations, as well as departmental operations. The General Counsel works closely with the Superintendent, Board of Education, and District administration. This individual serves as a counselor and partner to the senior cabinet and manages, mentors, monitors and trains other attorneys in the department.

Qualifications:
An outstanding attorney with broad-based legal experience in a large, complex organization and possess the following:

  • Doctor of Jurisprudence from an accredited institution.
  • Minimum of five years of experience in a professional legal position with significant leadership responsibility.
  • New York Bar membership: must be admitted to practice law in the State of New York.
  • A broad-based legal background with experience across a diverse range of business/legal issues.
  • Proven experience leading, mentoring, and managing within an organization and effective management of outside counsel.
  • Extensive experience interacting with boards of directors and senior management.

  • Candidates should have experience in budget preparation and monitoring, including knowledge of Federal and State grant-related guidelines and reporting requirements.
  • Minimum of eight (8) years of experience in Public Sector management, to include accounting and budget coordination experience with responsibilities related to the financial/business operations of a school district or comparable experiences with operating budgets in excess of $200 million annually, with a minimum of three (3) years in a supervisory or administrative role.

Position Description:
The Board of Education of the New York Mills Union Free School District invites interested, highly-qualified educators to submit applications for the position of Superintendent of Schools.
