Message from the Resolutions Committee Chair and 2015 Resolutions Toolkit

Dear Fellow Board Members,
The resolutions committee met on April 15, 2015 with the following board members and staff in attendance;
Committee Members and other Board members;
The purpose of the meeting was to review the results of the 2015 Resolution Survey. The resolutions survey was sent to every school board member who sits on a school board that has membership in the New York State School Boards Association. (The survey and results are attached to this document.)
This survey is the first step in updating and setting NYSSBA’s official positions. NYSSBA staff set forth a series of questions asking boards if they thought the association should support, oppose or remain neutral on a variety timely and relevant topics affecting public education. Board members from around the state responded.
As a part of our conversation, the committee accepted a recommended threshold of a 60% affirmative vote by participants to consider the topic as a potential resolution. The full results of that survey are detailed in the following pages. The committee also discussed in detail those issues that came close to but failed to reach the 60% threshold.
The committee also had a discussion about changes to the resolutions process adopted this year. This report, sharing the full results of the survey is one of those changes. The inclusion of “sunsetting” or expiring position statements is another. All of the changes to the process were intended to make this process more transparent, and foster greater participation from member boards.
We are now sharing the results we deliberated on with all member boards. We hope that all of you will review and discuss the results of the survey and potential resolutions and your board will consider submitting them for resolutions. This includes our sunsetting position statements.
The resolutions committee also encourages every member board to advance issues that were not addressed by the survey so they are included in the discussion at the next meeting of the resolutions committee on August 10th, as well as by the voting delegates at the 2015 business meeting.
The resolutions process is our process, our memberships’ opportunity to set the positions and beliefs of the Association. The greater the participation, the better the process will represent us all.

This kit contains a detailed description of the resolutions process, a sample resolution and guidance on how to draft a resolution and supporting rationale.

Members have until the close of business on Monday August 3, 2015 to submit resolutions.
