NYSSBA 2025-26 Enacted Budget Analysis
This year’s state budget process was frustratingly long, and unnecessarily complicated the local budget development process for many school districts. But in the end, we were able to help secure a number of notable, and in some cases long-fought, budget victories. These include:
- Full-funding of Foundation Aid ($1.43 billion increase)
- Minimum 2% increase in Foundation Aid for all districts
- Start of the process to update and improve the Foundation Aid formula
- Fully fund universal school meals
- Increase to the BOCES aidable salary cap and special services aid
- Two-year extension of the retiree earnings cap waiver
- Continued reforms to the zero-emission school bus transition mandate
