School Boards to Call for APPR Implementation Delay, Permanent Decoupling of State Aid, at Upcoming SED Summit

Albany – The New York State School Boards Association will call for a delay in implementation of the new Annual Professional Performance Review (APPR) system in all school districts, along with a permanent de-linking of state aid to APPR during its testimony at the State Education Department Learning Summit on Thursday, May 7.

"If state policymakers really want to establish a meaningful evaluation process, they need to provide school districts with adequate time to negotiate new evaluation agreements," said NYSSBA Executive Director Timothy G. Kremer.

"Moreover, let's not repeat the sins of the past," said Kremer, referring to a 2012 law that requires school districts to negotiate APPR agreements or forfeit their state aid increases. "Forcing school boards and educators to negotiate complex agreements under threat of losing millions of dollars will produce rushed agreements and only exacerbate the ongoing dissatisfaction with the APPR system."

NYSSBA will ask state lawmakers to push the deadline for approved APPR agreements back to 2016 for all school districts and ensure that no district loses its state aid increase.

In the absence of legislative action, NYSSBA will ask the Board of Regents to develop a default evaluation system that would allow school districts to comply with the new law and receive state aid while they negotiate evaluation plans that are reflective of their unique circumstances.

In addition, NYSSBA will recommend that the scoring percentages assigned to observations conducted by a building principal be weighted more heavily than observations conducted by an independent evaluator or peer teacher evaluator. Moreover, NYSSBA will recommend that the use of independent evaluators be available as an option, not as a requirement.

NYSSBA will also ask the Regents to confirm that school districts will have the unfettered right to conduct observations beyond the minimum required by regulation.
