During the State of the State, the Executive referenced a number of initiatives that the administration intends to explore this year. These include changes to the New York State tax code and implications of changes to the federal tax code; as well as legislative changes to implement the recommendations of Council on Women and Girls.

The "Women's Agenda" (so dubbed by the Executive) was laid out in a report before the end of  2017 and then actualized in a standalone Article VII bill, many components of which are detailed in our analysis above.

Details on a legislative proposal to amend the State tax code are less clear.  In addition, the Department of Taxation and Finance issued a preliminary report regarding the changes to the federal tax code with an outline of some ideas about changes the State could make to mitigate some of the impact. Unfortunately, the proposals are both complicated and lacking detail. These proposals have not gone past the idea stage. Should there be any concrete legislative proposal we will update you as soon as possible. We anticipate seeing these proposed changes in the 30 day amendments.
