2025 Legislative Session

The 2025 legislative session officially begins today, with both the state Senate and Assembly scheduled to gavel-in midday. The first day of session traditionally includes little legislative work, as new members are welcomed and legislative leaders offer formal remarks to preview the upcoming year. The legislature is scheduled to be in session in Albany for 62 total days, with June 12th as the scheduled last day of session.

We have included NYSSBA advocacy materials below to inform your work and support your local advocacy efforts.

Industrial Development Agency (IDA) Bill Vetoed

Shortly before the end of the year, Governor Hochul vetoed legislation that had been strongly supported by NYSSBA. The bill would have required each Industrial Development Agency (IDA) board in the state to have at least one school board representative or school superintendent. This bill was consistent with our position calling for “Industrial Development Agencies to include affected school districts in the development and/or extension of any Payment-in-Lieu-of-Taxes (PILOT) agreements. NYSSBA was joined in our support by the full Educational Conference Board (ECB), of which NYSSBA is a member. We will continue to work on this important issue.

The Governor’s veto of the IDA bill represented the final piece of passed legislation from 2024 that NYSSBA was engaged on. A final 2024 legislative summary can be viewed below.
