Scoring of SLOs and teacher ratings

Districts and BOCES also need to establish their expectations for the scoring of SLOs, and for determining teacher ratings within the four rating categories of highly effective, effective, developing and ineffective and the associated state prescribed scoring ranges.  What level  of student growth will they deem appropriate for each of those categories? 

Approaches can vary.  SED’s Guidance on the New York State District-Wide Growth Goal-Setting Process: Student Learning Objectives provides a generic example that could apply to all grades and subjects. 
Districts and BOCES, however, could choose to use a “differentiated” approach. For example, they could focus on the percentage of students that meet a collective target for mastery of standards. Or they could focus on the percentage of students that meet individual targets for growth compared to where they started out in the course, as illustrated in an example shared with Network Team trainers.

The scoring of SLOs is not subject to collective bargaining.
