Advocacy Update: 2019 Voting Delegates' Guide

Below you will find a link to the 2019 Voting Delegates' Guide for the Annual Business Meeting. This guide contains the report of the Resolutions Committee as well as amendments and rebuttals received by the September 20 deadline.

Amendments and Late Resolutions Submissions

To help us prepare for the Annual Business Meeting, if you plan to submit either a late resolution or an amendment to a resolution from the floor, please select the appropriate form below and follow the instructions located at the top of the form in advance of the meeting. While a late resolution or amendment may be submitted at the rostrum any time during the Annual Business Meeting, it will make the meeting run more efficiently if late resolutions and amendments are received in advance. Those that have already been received are included in the Voting Delegates' Guide. However, if you plan to submit an amendment or late resolution, please do so in writing, as soon as possible, prior to the meeting via email to Danielle Grasso at

Meeting Procedure

All amendments, even those printed in the guide:

  • Must be moved and seconded from the floor to be considered. 
  • Must be approved by a "majority of those voting" in order to be adopted. 

Late resolutions may be considered at the Business Meeting under "Other Business." To consider a late resolution, including those printed in the guide:

  • A motion must be made to suspend the bylaws. This motion must be moved, seconded and adopted by a two-thirds vote for every resolution submitted from the floor. This motion is not debatable.  
  • If the motion to suspend the bylaws is approved, the late resolution still must be moved and seconded. If moved and seconded, the resolution can be debated and a simple majority of those present and voting is required for approval. If the motion to suspend the bylaws fails, the resolution cannot be considered.

If your district wishes to distribute copies of a late resolution, amendment or any other materials with the voting delegates, it is the responsibility of the district to provide 300 copies of the document.  A district representative will be allowed into the room where the Business Meeting will be held from 7:00 - 7:30 a.m. on the morning of the Business Meeting to distribute documents.
