State Budget Update
Earlier today, as state budget negotiations continue between the Governor and the Legislature, the Senate and Assembly passed a sixth state budget extender. This latest extender funds state government operations and obligations through Monday, April 27th. This follows the passage of a fifth budget extender this past Monday, which funded operations through today.
Both the Senate and Assembly plan to return to Albany on Monday.
No announcements—official or unofficial—regarding agreements on any major outstanding state budget issues have been made. However, continued public-facing disagreements and expressions of frustration amongst lawmakers indicate that negotiations remain active and may be intensifying as discussions progress.
Legislative Update
While state budget negotiations continue, NYSSBA was pleased to see positive movement this week on multiple bills that we support and have been advocating for.
- S.1574-A, Krueger / A.2657-A, Otis (Passed both Assembly and Senate) – This bill would establish the electric landscaping equipment rebate program. School districts would be eligible to participate in the program.
- S.7150-B, Hinchey / A.4384-B, Paulin (Passed by Senate Education Committee, Previously Passed Assembly) – This bill would require nominating petitions for small city school district elections to be submitted no later than 30 days before the election. This change would match the petition timeline with the state’s other school districts.
- S.4464-A, Mayer / A.838-A, Solages (Passed Senate) – This bill would require that all Industrial Development Agency (IDA) boards include at least one superintendent or school board representative.
- S.7524-A, Martinez / A.8539-A, Lavine (Passed by Senate Local Government Committee) – This bill would authorize school districts to borrow from certain existing reserve funds for the limited purpose of offsetting the need for the issuance of tax anticipation notes (TANs).
- S.8904-A, Mayer / A.10673, Woerner (Passed by Senate Education Committee) – This bill would permanently extend the current law that allows BOCES to lease property from non-public entities for up to 20 years.
- S.9418, Mayer / A.10908, Otis (Passed by Senate Education Committee) – This bill would provide automatic approval for school districts seeking to provide preschool special education services.
2026 Resolutions and NYSSBA Position-Setting Process
Earlier this month, NYSSBA shared via email the 2026 Resolution Kit. The kit includes 2026 Resolution Survey results, key dates, a link to proposed resolution and bylaw amendment forms and other important information about NYSSBA's resolutions process. The resolutions process is an important one, by which NYSSBA members set the advocacy positions and beliefs of the Association. All proposed resolutions and bylaw amendments must be received no later than 5pm on Friday, July 17. The 2026 NYSSBA Annual Business Meeting is scheduled for Thursday, October 15 at 4pm.
