Position Title:
Early Intervention Specialist (SEIT)

Position Description:
The Westchester County Department of Health has an immediate opening for an Early Intervention Specialist (SEIT). The successful candidate serves as an Early Intervention Official Designee and as a Special Education Itinerant Teacher (SEIT) delivering special education programs and services for pre-school children with special needs pursuant to Article 25, Title IIA of the Public Health Law, which relates to services for children from birth to age 3, and/or Section 4410 of the Education Law, which relates to services for children ages 3 to 5. The incumbent participates in meetings for the Committee on Preschool Special Education (CPSE) process and assists in the planning for Individualized Education Program implementation. Work is performed with considerable independence with which an incumbent represents the Department of Health providing guidance and technical support to parents, case managers, service providers and school officials. Examples of Work:

  • Serves as a Special Education Itinerant Teacher providing direct teaching and observation of special needs students in home and community settings;
  • Provides makeup services for all missed sessions and keeps attendance records and daily log notes for services provided including coordination and consultation monthly logs;
  • Responsible to prepare and implement weekly lesson plans for the SEIT administrator/supervisor’s review;
  • Prepares quarterly and annual progress reports for the CPSE;
  • Attends the Annual Review CPSE meeting as part of the SEIT coordination responsibilities;
  • Reports to Early Childhood classroom teachers, day care providers and parents on student progress towards IEP goals and updates goals as required by IEP;
  • Implements and follows Behavioral Intervention Plans (BIP) as per the IEP and works with classroom teachers and parents to ensure compliance with the plan;
  • Coordinates and initiates mandated home/community services and related services as indicated in the child's Individual Education Plan or Individual Family Service Plan
  • Represents the Early Intervention program at all -Individualized Family Service Plan (IFSP) meetings with provider agencies and families

Qualifications:
Minimum Acceptable Training and Experience: Possession of a valid Permanent Teaching Certification in Special Education (N-6) or (Birth-6) issued by the New York State Education Department and three years of experience working directly with children from birth to age six who experienced developmental delays or disabilities. Please note that only experience gained after attaining NYS Special Education Teaching Certification (N-6) or (Birth- 6) will be considered in evaluating experience. Special Requirements: Possess and maintain a valid license to operate a motor vehicle in New York State while in the title.

Respond to inquiries from school administrators concerning campus issues. Coordinate dissemination of information, policies, regulations, procedures, and reports to school administrators. Conduct building inspections and classroom visitations to assess educational and operational effectiveness and assist school administrators to establish and maintain a productive learning and working environment. Facilitate the work of internal and external auditors, including the development of audit response action plans. Assist in developing and revising Board policies and regulations of the District and implements as appropriate. Serve as the Superintendent’s designee in most employee grievances and disciplinary actions. Oversee the maintenance of financial and employment files and records in compliance with the Federal and State Law and Board of Education policies. Ensure compliance with all Federal/State/School District regulations. Research employment and business laws and regulations to implement procedures to maintain compliance with current legal requirements. Responsible for the District Safety Committee fulfilling its responsibilities and ensuring safety plans are current and filed with the NYS Education Department. Responsible for the development, implementation, and oversight of the annual district budget and any/all district grants. Responsible for implementing a budget development process that is transparent and done in collaboration with stakeholders, including the Board Finance & Budget Committee. Responsible for other such duties as may be assigned by the Superintendent. Responsible for the implementation of District policies and programs related to Labor Relations, Facilities and Environmental Services, Transportation Services, Nutrition Services, and other non-instructional projects. EMPLOYMENT: 12 months; salary and contract as determined by the Board of Education EVALUATION: Performance in this position will be evaluated by the Superintendent of Schools

Qualifications:
1.Minimum Master’s Degree or Certified Public Accountant;
2.New York State Administrative/School Business Official Certification;
3.Minimum 5 years minimum with successful experience as a financial officer in districts with budgets larger than $50 million annually
4.Strong understanding of best practices of school administration
5.Strong overall understanding of best practices of accounting, school district operations, and business office procedures
6.Effective communication and presentation skills with district administrative team, support staff, teachers and staff
7.Knowledge of governmental accounting procedures, budgeting requirements, payroll, school finance and capital projects
8.Ability to work harmoniously and effectively with a diversity of individuals including school personnel, parents, community members, business leaders, state education employees and legislative officials
