Position Title:

Position Description:
The Oneida-Herkimer-Madison BOCES seeks a dynamic educational leader who has knowledge of New York State Education Law, instructional standards and public school finance. The District Superintendent also serves as the liaison for the NYS Education Department. The OHM BOCES services 12 school districts in central New York. Instructional programs offered by the OHM BOCES include career & technical education, school-to-work programs, Middle Settlement Academy (alternative education), Bridges (special education), summer school and itinerant services. OHM BOCES also provides services in information technology, program and professional development and a variety of administrativ! e services, including central business office, human resources, safety, school food service and records management. The position is to begin no later than February 1, 2019.

Qualifications:
The successful candidate must be able to lead a multi-faceted organization, collaborate well with diverse constituencies and advocate strongly for public school children. Credentials: NYS Certification School District Administrator/Leader; experienced educational leader who has served previously as a superintendent, or central office administrator.

The Chief of Special Education and Student Support Services will play a crucial role in ensuring RCSD realizes its mission of graduation, college and career readiness for all students in Rochester through supporting schools and principals by providing high quality and inclusive educational programs.  The Chief of Special Education and Student Support Services will lead the development, implementation, project management timelines of the Rochester City School District Special Educational Strategic Plan, in alignment with the New York State Education Department blueprint for improved results for students with disabilities. The Chief of Special Education and Student Support Services works in alignment with the Deputy Superintendent of Teaching and Learning and the Chief of Schools to ensure the delivery of high quality programs, services and improved results in student achievement.

The position represents one of the key levers for turning around low performing schools and supporting School Principals to close achievement gaps and ensure equity. The Chief of Special Education and Student Support Services will design and aggressively pursue high quality instruction. The Chief of Special Education and Student Support Services will report directly to the Superintendent and serve as a strategic partner of the Rochester City School District Central Office Executive Cabinet Team, providing support to schools as the primary unit of change. The Chief of Special Education and Student Support Services will act as a thought partner, problem solver, and change agent to internal and external stakeholders with an unwavering commitment to getting the job done.

Qualifications:

  • Master’s Degree.
  • Five (5)Years of appropriate teaching experience (Bilingual and /or Special Education experience preferred)
  • NYS Teacher Certification.
  • Minimum of (8) years of leadership experience as a school administrator (school building or central office leadership preferred) and demonstrated results.
  • Documented evidence of turnaround leadership and/or proven success in leading district-wide efforts to transform chronically low achieving schools in urban setting preferred.
  • New York State Certification for School District Administrator (SDA) or School District Leader (SDL).

Position Title:
Executive Director of Special Education

Position Description:
The Executive Director of Special Education is a critical member of an integrated instructional team in the Division of Teaching and Learning.  He/she exercises significant discretion and independent decision-making authority, and advises the Deputy Superintendent of Teaching and Learning regarding procedures and protocols developed to ensure all schools are addressing the diverse educational needs of students who are classified as disabled pursuant to the Individuals with Disabilities Education Act (IDEA).  The Executive Director of Special Education provides intellectual and administrative leadership by catalyzing, leading, and participating in collaborative, interdisciplinary research and action-oriented results to support student achievement.  He/she works closely with Principals and advises them as to best practices to meet cumulative performance targets in all critical areas while engendering high levels of Principal satisfaction with services provide!

The Executive Director of Special Education works collaboratively with various Central Office departments to identify and select highly qualified, exceptional teachers and paraprofessionals; maintain individualized educational program data, and collect and analyze all district data for instructional and compliance improvements; seek external funding; and meet all Federal, State, and funding sources reporting requirements.

Qualifications:

  • At least 10 years of effective special education teaching experience as evidenced by enhanced student achievement.
  • Demonstrated expertise in major areas of special education including pre-K-12 programs, IDEA compliance, budget and professional development.
  • Demonstrated expertise in oral and written communication and strong interpersonal skills.
  • Demonstrated ability to function effectively with all levels of management throughout the district.
  • Master’s Degree in Education.
  • NYS Teacher’s Certification in Special Education.
  • New York State Certification for School District Administrator (SDA) or School District Leader (SDL).
